What is the MV-278?
The MV-278, officially the NYS DMV Student Certificate of Completion — Pre-Licensing Course, is the document New York State issues to prove you finished the mandatory 5-hour pre-licensing class. It's a printed certificate with a unique serial number, the student's name, date of completion, and the licensed school's ID.
Every DMV-approved driving school in New York uses the same MV-278 form — the certificate itself doesn't change from school to school, only the issuing school's information does.
Why NYS requires it
Under New York State Vehicle & Traffic Law, every new driver must complete a 5-hour pre-licensing course from a DMV-approved provider before taking a road test. The MV-278 is the physical proof of completion the DMV requires you to bring on your road test day.
Practically: no MV-278 means no road test. The DMV road test examiner checks the certificate before you drive. This is a hard requirement — there is no workaround, no exemption, and no online-only substitute for the physical certificate.

How to get your MV-278 — the shortest path
There's exactly one way to get an MV-278: complete a 5-hour pre-licensing course from a DMV-approved school. The four steps:
- Have your valid NY learner permit. The permit is required to enroll in any pre-licensing course.
- Book a 5-hour class time slot. Pierre Paul runs live Zoom classes Tuesday and Saturday 10 a.m. – 3 p.m., Thursday and Sunday 12 – 5 p.m.
- Attend the full 5 hours in one sitting. The DMV does not allow partial credit — if you leave early or join late, you have to retake the whole thing.
- Receive your MV-278. Same day the class ends. Pickup at our 1958 Nostrand Ave office is free; mail options are $15 (regular) or $20 (priority).
How long is the MV-278 valid?
The MV-278 itself does not expire. You can use it years later to schedule your road test — as long as your NY learner permit is still valid. Learner permits expire one year from issue for most drivers; if your permit expires you'll need to renew it before the DMV will schedule your road test, but the MV-278 itself stays good.
Practical read: don't let your MV-278 sit for months. Book your road test within a few weeks of completing the class while everything is fresh and your permit is unquestionably valid.
What if I lost my MV-278?

Is the MV-278 the same as the 5-hour class certificate?
Yes. "MV-278" is the official name of the completion certificate issued after you finish the NYS 5-hour pre-licensing course. Every DMV-approved driving school in New York uses the same MV-278 form — the terms "5-hour certificate," "pre-licensing certificate," and "MV-278" all refer to the same document.
Do I need to bring the MV-278 to my road test?
Yes — bring the original MV-278 to your road test. The examiner will check it before you drive. Photocopies and photos are not accepted. If you lost the original, contact your driving school for a re-issued certificate before the road test date.
Can I get an MV-278 without taking a 5-hour class?
No. The MV-278 is only issued by NYS DMV-licensed driving schools after you complete a full 5-hour pre-licensing course. There is no exam-out, no equivalency, and no way to obtain it without attending the class in full.
How long does it take to get the MV-278 after class?

Does the MV-278 count toward defensive driving credit?
No — the MV-278 is only for pre-licensing (before you get your license). Defensive driving certificates come from a separate NYS DMV-approved defensive driving course and produce a different certificate.
